Utterly unrelated to AI. This is some accessibility, input helper or quick access tool installed on your system. Check your apps in the autostart section and the tray and disable those features.
It's not by any chance related to the "Use Non-Latin Input Method" checkbox in the Preferences? I think having that checked makes Illy check the OS for a possible Santa's little Input Method helper. Those are usually needed for Chinese (the glyphs in that bar -- the first one is the digit '3' and number 6 is digit '4'), because no-one has yet designed a keyboard with the 60,000 required keys.
It's the traditional Chinese input panel.
It comes into play I think if you hold the command and option or option and control key down on the Mac if you have the Chinese input method enabled in the Language and Text Pane of the System Preferences you can go tot he Apple >System Preferences>Language and Text pane and uncheck all of the chinese languages.
If that became active without you doing anything would be a real mystery.
You can also access this pane by going to the menu bar in the finder and where you see either an american or other flag or something resembling a chinese character is a drop down with the option to open the pane as well.
