The Windows Installer Cleanup Utility can still be obtained from various 3rd-party download sites such as http://majorgeeks.com/download.php?det=4459; however it is known that it may cause potential damage to Office 2007 installation - this is why MS has discontinued it (I think).
It would be great if Adobe could develop such a tool that removes specific Adobe software, e.g. Adobe Reader. The MS tool still gets mentioned in this forum several times a day.
