Encore is 32 bits and why? Must be a ton of reasons.
Go to File/Adobe Dynamic Link/Send to Encore or
export from Premiere to the desired format and import into Encore or
open Encore and import Premiere sequence.
As for the "why?" it's because Encore is built around the Sonic Authorcore modules and functions through an abstraction layer. To date, Sonic has not released 64-bit modules. I assume that when/if they do, then Adobe will become 64-bit too.

One can also Export from PrPro to a DVD-compliant/BD-compliant format/CODEC for Import into En, or for an SD Project, one can Export to DV-AVI Type II, and Import that into En, allowing it to Transcode to MPEG-2 for authoring the DVD-Video.

Well, one can still Export from PrPro, and then Import into Encore. That has not changed. ADL (Adobe Dynamic Link) has improved with every version, since it was added in CS2 Production Studio. For most needs, it's just perfect, though there are some instances, where the "old-fashioned" Export/Import seems to work, when ADL does not.
