If that is not the case, try trashing preferences (hold down the Option key as you launch Bridge) and rebuilding the cache (through the Tools menu).

Or if you see a small icon with a lock top right of the icon the files are locked , choose a file and use right mouse click. You can choose Unlock file from the submenu .

for selecting.
Other option is with same right mouse click menu choose reveal in finder and
in finder with the file selected choose cmd = i and check if you have read
and write permission.
Could you report back what file type you are using and if it happens on
different files with same file type or randomly

I discovered something odd. The images that won't respond are labeled with a .JPG. When I change them to lower case (.jpg), they work fine. ??????

extension in capitals and I can do everything to those file I can do with
the normal (.jpg) extension.
Check the file properties in the metadata if it is indeed a jpeg file.
Another option is to open the files in PS and save them as tiff or PSD file
and see if you are able to change them now

I went into the Get Info on the folder, unlocked it, changed the owner name from my name to another name (also my name but as listed in my mac address book) and then it started allowing me to add the stars and rotate. The weird thing is that when I went into the Get Info file again to see if it held the changes, it didn't. But it's still allowing me to star and rotate.
Bizarre.

Indeed...
Try also Apple Disk Utility to check and repair your permissions. And if it
keeps that way consider to open and save as tiff, maybe that will solve it
also.
