There are other recent threads about that camera; you should do a forum search for that model.
You already established that your camera is set to play HDV out the firewire. Have you set Premiere's capture settings as well? Do you have device control in the capture panel?
edit: Does this happen with your other HD cameras, or just this Canon xh a1?

Your seqence needs to be hdv and so is your capture setting in the capture window.
Every setting has to be set to 1080i in the camera not to auto.
Are you by any change on a trialversion?
I am asking this because you can capture DV and not HDV (no mpeg in the trial)
If not try capturing with HDV Split.
