There already are quite some threads on the subject of uncooperative modifier keys. Normally the culprit is some application or some add-on that has on-line access. Some versions of Firefox, MS Entourage or the like.

I am trying to keep an updated list of offenders; so far it is as follows.
- Quicken (Widget),
- Google Earth,
- Some Firefox Add-ons,
- Spotlight (shortcuts),
The culprit for me was Firefox! I turned it off then it started to work. Do you guys know which specific add ons for firefox does it?

I believe you will have to disable them and see which does/do it when activated.
I use Firefox with no Add-ons, and I have never seen the issue; but then again, I am still with 10, which may be less easily disturbed.
Actually I have never experienced this issue myself and I'm using quite a few extensions with Firefox together with Illustrator CS2 to CS5. I know that won't help you much either.
The issue for me was adding Java in the browser. I unchecked that option and my Illustrator CS5 started working again. Weird thing was the issue persisted even when the browser not fired up. 3 days of research. Java owes me my Sunday afternoon back...
