Related Topics Button in WinHelp (RH for Word)

Hi, I'm trying to update an old WinHelp (RH for Word) project by adding Related Topics buttons to some of my topics. The online help tells me to click the INSERT NAVIGATION CONTROL button from the toolbar to begin. I cannot find the button and have also checked the toolbar/customize option. I also tried using the See Also Hotspot online help... this makes no sense to me as I've not been able to associate topics with the keywords I created (online help is incorrect). Does anyone know how to create Related Topics buttons? Thanking you in advance.
