Send to... on Avid systems only sends an OMF/ AAF or project reference to any other program on the assumption that the media files are accessible from a globally shared file store. Since neither AE nor Premiere work this way, there cannot be exactly the same workflow. As Todd said, your best bet is to use Dynamic link. If you e.g. need to edit an audio file, simply use Edit Original. It will open your system's default audio editor associated with the file format and effectively mimics a send to proTools.... The same applies to Image formats and a few other things.
