I don't think I quite understand , are you saying your users are going to access your flex application over a phone-line ? That doesn't sound like a great idea , unless you write the whole thing in as3 and even then ...
And what do you mean by separate the framework from the "main code". Flex is a component framework , so separating it from the main code is like separating a car from its chassis. If you want to minimize the amount of code your users have to download , you should really check into modules.
I, too, am thinking Flex is not your ticket. However, to answer your question, Flash essentially is Flex without the component framework.
To minimize the amount of download time; he should also research RSLs. RSLs could be said to be a way to separate the framework code from the code that we, as Flex developers, write.
