    Layer Shifting

I want to create a new page (these pages were first created with CS2) based on another page. The page has a main layer and an adjacent sidebar layer.

When I save the page with a new name, close the file, and then reopen, the sidebar layer drops down below the
main layer--also, the properties window no longer shows width, height, z
index, etc--although the page does show correctly in the browser.

Is this a bug, or can I fix this shuffling from happening?

      Thanks.
