Try "A". (Sorry, I seem to not have any Japanese fonts installed.)
The Japanese menu says I should be able to hit F to flag ("pick") an image, but the F key still toggles full screen modes - no flag changes occur.
I think those letters in brackets — (F) in your case — seem to apply to the context of the menus you see the commands in, not in a global application context. The are like accelerator keys in western languages (For example, File - to access the File menu by Alt+F on your keyboard). These menus, you display in your screenshot, simply don't have a shortcut displayed. Look at my screen shot: the "A" shortcut shows how real keyboard shortcut really look.
