Save the installer to disk, then close all browser windows and run the downloaded installer.

If someone is having this problem you need to check in IE8 > Tools > Manage Addons
When you view Currently loaded add-ons - look at your Toolbars and Extensions under the Add-on types - If you do not see an entry under "Adobe Systems Incorporated" for the "Shockwave Flash Object" --- That seems to be the root cause of my issues.
In order to get Adobe Flash to install on my machine I had to first get the "Shockwave Flash Object" installed so it would show up in the View and Manage your Internet Explorer add-ons. Once the "Shockwave Flash Object" was installed, I then was able to change the status to Enable, at which point running the installer finally succeeded and flash is now working in IE8.
I located my "Shockwave Flash Object" through a blog entry somewhere - I can't find the history trail at the moment, sorry. But if anyone else is having the same troubles find that little Active X bugger so you can eanble it. Without it you can run the installer until the cows come home and you still got nada.
It would be nice to know where Adobe hides the download for that guy, and more importantly why the Installer doesn't run a validation check and report out an error that it can't load because the Active X wasn't found.

How does it say "it works"? As long as you don't have Flash10h.ocx in C:\WINDOWS\system32\Macromed\Flash, it cannot possibly work.
Can you list the contents of the flashinstall.log file?
