It's believable, given there were reports of local adjustments affecting outer areas, such when brush affects exposure in highlights around the sun, or overexposing areas painted by post-crop vignette. But it's the first time when I hear about sharpening/NR issues with the local adjsutments.
Can you provide a raw file+xmp? (via YouSendit.com)

In the current development settings, I added an adjustment brush to the ceiling with an exposure adjustment of +0.01 simply to demonstrate the issue. As soon as the adjustment is applied, bluriness can be seen and is most apparent in the faces but can also be seen on the wooden floor and everywhere else.
I also noticed that by setting the mask to show (O), ditthering can be seen in the mask even though it was applied with feather, flow and density all set to 100%.

The global NR gets amplified when only 0.1EV local exposure applied on a small patch.
I have reproduced it on a Canon file too.
A clear bug, nothing else to say.

The dithering which I refered to when I added the local brush and revealed the mask is not an issue; I had not realized that Auto Mask was on and by turning it off and reapplying the mask, the brush covers the entire selection area without any dithering.
However, the issue of the overall blurring of the photo remains. I updated the xmp file at http://drop.io/LR3BugAdjBrushNoise8736
I submitted a bug report to Adobe.

Applying the exposure adjustment brush to a high ISO image could have caused excessive noise reduction correction to the entire image
this bug is still partially present in 3.4 final. The luma noise reduction is now fine, but I can still see traces of excessive chroma noise reduction when the localized tools are used.

We haven't been able to repro the problem you describe. Can you post a link to a file that demonstrates the problem, using a utility like yousendit?

Try toggling the brush adjustments on and off, and watch for the red flower on the glass.
This might not be related to the NR bug, but rather to the older LR2 one -- "highlights blown by local adjustmets" -- I don't know. What I can see is that local adjustmets affect areas they should not.
