Sorry we don't have any insight into this issue for you. :-( Maybe someone else will eventually surface with some wisdom.
I was having the same issue where I work. Big corporate environment, super firewall up so we all don't hurt ourselves throughout the day. It took a bit to explain what I was trying to accomplish to the IT Dept. here but eventually it was an easy fix for us. Because it connects through an RSS Feed the kuler palette is direct connecting to the internet connection on your computer. But Mr. Proxy isn't having it because it needs permission. Basically the the Head of our IT Dept. had to tell the proxy to make an exception for the web address http://kuler.adobe.com and after that the palette leapt to life! I hope that helps!
