It could be any of a number of things.
Are you capturing from a miniDV camcorder over a FireWire connection?
What are your system specs? What operating system are you running? Have you gone to Windows Update and manually downloaded even the non-critical updates? Have you got the latest version of Quicktime?
Which version of Premiere Elements are you using? If version 8, do you have the latest update, per the announcement at the top of this forum?
-I'm capturing from a miniDV camcorder over a usb2 port (panasonic nv-gs250).
-Operating with windows xp 32bit
-Usually only update the recomended updates by windows - should i download all of them?
-I do have the latest quicktime version.
-Am using Premiere Elements 8 with the latest update

PrE cannot do a Capture over USB from a miniDV camera. One must use FireWire.
Now, is that camera miniDV, or miniDVD? There are major differences, though the names sound similar.
If you have a miniDVD, I would want to Copy over the VOB files to your internal HDD, and then Import those into an appropriate Project.

Actually I could always use USB for capturing from my miniDV (it is miniDV) with the PrE - so that shouldn't be the problem.
Could it be that there's something wrong with the timecode on the dv-tape?
