    Which is more effective/easier?

I want to make a flash game but I'm not entirely sure what the best way to organize it would be.  It's going to be a top down shooter similar to smash tv, where the arrow keys move your player around and clicking with the mouse fires a bullet at where the mouse was when you clicked.  What I'm trying to figure out is, should I have the entire game on a single frame, or a different frame for each level, using global variables to keep track of things such as score and life etc etc?  Are there any other ways to organize it that are even more effective than the ones I've metnioned?
