Exporting for YouTube: how to get rid of the black bars

I would like to know if there is an option that can cut the sides of the video instead of inserting black bars.

In my Adobe Premiere timelime the footage is fine. The frame size is 720x576 (PAL) and so is the size of my sequence. I'm now trying to export it for YouTube and other web players, which are 640x480. But I don't know which settings to use so that I don't get the black bars.

Maybe next time I should create a sequence in 640x480 straight away?

      Any help would be appreciated.
