I have the same issue: looks like Adobe have been interfering again with their so-called security enhancements. Acrobat is gaining more and more features and becoming less and less useful.
I have the same problem.
After an adobe update I'm having this problem suddenly:
This file is set to be launched by the PDF File. This is currently disallowed by you system administrator.
How do I fix this? Can someone help us?????

The issue that you are referring to maybe because of a fix provided by Adobe to prevent any external attacks. The following links may be of help to you:
To allow certain files of yours to be able to open external files and operate witout restriction, you can try and add the files to the Privileged locations section and the restrictions on the files will be lifted:
1. Open Adobe Reader 9.4.0 and goto Edit | Preferences
2. From the Left side pane, goto Security (Enhanced)

Annoying isn't it? As this is a user-to-user forum you might want to add your weight to the same topic in the User Group, where Adobe staff more visibly participate?
We are busy rolling back to an earlier version of Acrobat & Reader across the site until this is resolved.
First thanks to anyone who has tried to help out. Second I found that by unistalling Adobe and any updates and then reinstalling the program but turning the updates off, I am able to open the folders using the links. I know it doesn't really solve the problem, but it at least gives me the ability to do what I need to do.
