Make sure you're in Timeline mode and locate the title on your timeline. You should see the keyframes for the fade in and fade out -- little diamond-shaped dots with a slanted yellow line either before or after representing the fade. (I"m assuming you made the fade in/fade out by right-clicking on the title clip and selecting the fade option.) You can make the fade longer or shorter by moving the positions of these keyframe points.
