Is this a f4m with live streams?
There is a bug with live stream switching in OSMF, for which I implemented a work-around in StrobeMediaPlayback:
The workarround simply removes the InsufficientBufferRule for live streams (see line 80),
We will contribute all the work-arounds implemented in our player back to the OSMF once we sync with the OSMF trunk.

I think the source of your problem is the fact that OSMF by default does not set a buffer size and the default value in the Flash Player (one tenth of a second) is not sufficient for dynamic streaming. I would recommend *not* removing the insufficient buffer rule, as this is a very valuable rule. It recommends a drop to the lowest quality stream (index 0) if it detects a buffer empty message or if the buffer drops below 2 seconds (configurable).
Listen for the MediaTraitType.BUFFER to be added and set the bufferTime property on the BufferTrait to 8 for MBR content. Or use the Akamai plugin which does set default buffer sizes.
Charles, that was my problem. I set the bufferTime on the mediaPlayer to 8 and now it is working correctly. Thanks!
