If you manage what you have now by monitoring the cursor position rather than any rollover control you might currently have, then you can place whatever buttons you intend and have the rollover code assigned to them.
I'd offer possible code hints, but you haven't indicated what version of AS you are using.
In AS3 you can add an event listener to the stage for MouseEvent.MOUSE_MOVE. In the event handler function for that listener you can use conditionals to set the head position based on the current mouseY value...
if mouseY < some value... head position 1
else if mouseY > some value and < another value... head position 2
So having a different type of event monitoring for the head control allows you to place your buttons with their rollovers without interfering with the head controls
