Well that page uses a table to contain the who page - and it is given
a fixed width of 675px - it is aligned to the center in the first
to set the background color of the two blank spaces or bars as you
called them define them in the body tag
<table width="675" border="0" align="center" cellpadding="0"
But that is all rather deprecated code - and it is usual these days to
use css to format the page
