It depend on exactly where you want the text and if you can make a selection for the location. Record a make text layer in the top left corner of your document. Then record a selection to where you want to locate that text layer. Then record one or two menu Layer>Align Layers to Selection>location there are 9 locations within the selection that you can align the text layer to. Normally it takes two Layer>Align Layers to Selection>location steps to do that a vertical align and a horizontal align.
Yes you can get it pixel perfect.
Create your text any where you like.
Select the whole layer (ctrl/a)
Using the cursor keys, hit the Right cursor 12 times (this will move the layer 12 pixels to the right.
Now hit the Down cursor 12 times (this will move the layer 12 pixels downwards
Now you can align the text:-
Layer - Align Layers to Selection - Top Edges
Layer - Align Layers to Selection - Left Edges
shift+arrow for 10 pix for some reason a single nudge moves 2 pix for me bizarre
