First, what are these source files, that you wish to resize?
How do those compare with your Sequence Preset?
Basically, there are two ways to Scale Clips/stills:
1.) one can check Scale to Frame Size, and the Scaling will be done automatically, when it does not match the Frame Size of the Sequence.
2.) use the fixed Effect>Motion>Scale with the Effects Control Panel.
Not sure what you need to do, so cannot recommend one vs the other.
Normally once I have dragged the clip to the time line I am able to click it in the composition and it will come up with transform lines around the clip that allows my to adjust the size, position and rotation of the clip.
It's possible your tracks are locked. Maybe.
With the Effects Control Panel, you can click on the name of the Effect, in this case, Motion>Scale (remember, click the name) and you will get a Bounding Box.
Once I done this, it allowed me to just click the clip on the comp again, thank you (Y)
