I'm amazed. 20 minutes after submitting this note as a "bug" I received a reply form the Adobe team, with the answer:
There is a new control to toggle that on/off, so make sure it's on:
Commands > Display External Files
And that solves the problem!.. kudos to the adobe bug tracking team =)
i dont see it under my dw 8.0.2. where is it in commands?

It's at the bottom of the Commands menu. You just toggle it on and off.
If it's not at the bottom of the Commands menu, you probably don't have

I"m having the same problem, only difference is, I'm on a mac. And the "command" option isn't work for me. Every time I edit any CSS file I have to quit DW and relaunch to see the changes. Oh and by the way, I am using vers 8.0.2.
Any ideas to fix this?
