I have looked at that page. Although very helpful and informing, the end result isn't exactly what I'm shooting for. In his example, the "main" image does not resize.
I'm pretty close - I can achieve the results similar to my example (the restaurant site) - my main image resizes proportionately to the browser window, however my second image, my logo, also resizes. I'd like to keep my logo the same size regardless of browser size/resizing.
Please feel free to send me any other links or thoughts that you may come across. I'm kind of stuck here.
I would take a look at how he displays the thumbnail images in his example. That's the code/behavior you want to use for your logo.

Basically, I'm using uiloader to load randomly selected background images from a specified folder. With the modification of the Publish Settings, and the correct scale/placement of the uiloader, everything is working.
The problem that I run into is my logo - which I want to refrain from scaling along with the rest of the contents. Regardless of what as3 code I write for my logo(movie clip), the Publish Settings are overriding it, hence the scaling effect which I'm trying to avoid.
Anyway, obviously this can be done, it may be that I'm approaching it the wrong way.
