I have a couple of seconds of blank audio at the end of each track that are obtained via get media from a DVD. Any way to get prevent this blank audio at of established tracks that are obtained via get media from a DVD?

Interestingly if I edit the imported tracks (the gotten tracks) with Premier the new sections don't have the blank audio (but the old track breaks still do). Any ideas greatly appreciated.
You're saying that your using DVD video as your source video, right?
If so, make sure that your Premiere Elements project is set up using a DVD/Hard drive camcorder set-up. Also, when you bring the video into your project using Get Media, be sure to allow the program time to completely conform the video before you start any editing. You can watch the progress in the lower right corner of the program's interface.
If that doesn't do it, the best solution is to put all of the VOBs together and convert them to a DV-AVI using MPEG Streamclip, per the FAQs to the right of htis forum.
Once you've converted them to DV-AVIs that should load right into a project using the DV project preset.
Especially with DVD's from a DVR, this ARTICLE might be useful. DVD's from DVR's are usually highly problematic. I have not recalled having heard of many working properly. They are meant to play ONLY, and are not 100% DVD-compliant. Many will not play in any other unit, except with the unit used to create them.
