A Google search did not turn it up at all -- where did you get the original script from?
It's a mystery!

I checked my personalized version of the same data (always keeping in mind the error might have been on my side) but it is not in there. Then I checked the ESTK in my old CS3 installation. It isn't in there either.
But wait! As explained by Ole Kvern, the ESTK's DOM Viewer is not a static file and limited to commands your current InDesign supports. Instead
This [..] file is saved in a cache [..] and subsequentially displayed when requested. If it detects a new plugin, the request is sent again and the [..] file is rebuilt from scratch. That means that online help for any new scriptable plugin commands are available immediately for your new scripts. Amazing!
(Well, this is from my personalized version, since I couldn't locate the original discussion fast enough. It's still true.)
So it's entirely possible you had a scriptable plugin for CS3 that added this specific command.
I think that it is part of WoodWing Smart Connection that is installed in my setup of InDesign CS3.
No. It's definitely not APID.
WoodWing makes sense...
This problem is solved in build 8 of the plugin named "WoodWing.InDesignPlugin".
