This forum is about the forums themselves, not about an Adobe product. If you go to http://forums.adobe.com/community/ you can find the appropriate forum in the list. You should try one of the creative suite forums (the one for your operating system) or the forum for download issues.

DO NOT double-click on the links. As I indicated, they're on an FTP site.
Instead, right-click on the applicable link and do a "Save Link As".
Incidentally, these are the same links contained in the blog (Technolux) singled out by the previous poster in this thread.

Yes, Make sure you're downloading the Windows version and not the Macintosh version.
