I want to to allow a colleague to update some of the content of a page without giving them access to change the whole page.

How can I do this without using Contribute?

Use a server-side include. The changing content can then be a simple
text file. If your site uses a server-side language, such as PHP,
          includes are automatically supported.

And even if it doesn't support a server-side language, regular SSIs may be
            supported - ask your host.
