Why is my project failing when burning to file or disk?

When I send my project to build to either file or disk I get the following message after about 45 minutes of the build process :

      Blu-ray object: "<Menu>Cliff Top Menu HD",Error:"device error",Code:"2",

Note:"Too many primary video streams in clip (Spec Table 9-3,Annex B)"

My project consists of 4 AVCHD assets on one timeline 4 hours in length.  All 4 assets when checked show "Don't Transcode" which is what I want.  I have one top motion menu with 4 video buttons linking to the start of each of the 4 assets.  I have a 50 second blu-ray asset mpeg2 for the background motion of this menu.  I have 5 pages of individual submenus (each page created manually without the create multipage chapter option used) each of which has 6 animated video chapter buttons.  I have 5 pages of pop up menus with 6 chapters per page.  I have a total of 25 chapters in my project.  The total file size attempting to burn to a 25 GB blu-ray disk is 24.25 GB used.

I was previously successful building a similar project- top motion menu with video background, animated submenus, pop up menus, and in AVCHD going to blu-ray without transcoding.

      My system info:

      Intel Quad core

      2.4 GHZ clock speed

      6 GB memory

      Nvidia GT8500 card

C drive has about 35 GB free space

External drive has about 85 GB free space.
