You could always click the Group open and move the Layer into the top position therein instead of dropping it onto the Group’s icon.

Reynolds (Mark) Sep 19, 2010 3:25 AM (in response to MattBru)Yes, the fact that a layer dragged into a set (group) goes to the bottom, and not where it should more logically go, the top - is pretty annoying thing about what is otherwise a very logical and well thought out layer system in PS.
Unfortunately there is no shortcut or hotkey to change this. But you can press Command >Shift > ] just after you have dragged the layer, which will move into the foremost position in the group. This could be Actioned of course, so it can be a single key.
