To the page that "doesn't" work, for the DIV that contains the text:
Delete: position absolute
Looks similar to the other page this way.
That doesn't work. It only makes the layer no longer scroll and display all instead of just the area I had specified.
I've tested with this code

Yes this seems to work! However, in the process of adding DOCTYPE now I seem to have lost the tiling image in the background. I see white
at the bottom and it should be a tile of the orange/peach color:

The pages look the same right now in both firefox and IE. Refresh the browser cache to be sure. And in what browser do you have the problem?
