Extension Manager doesn't support installing a file in 'Application' folder in Mac OS X.
Why do you want to install to 'Application' folder? I think that folder is for installing software, not extensions.
I have a file like ReadMe.txt and a sample usage of my plugin that I want to install them along with my Plugin, but not in Plug-ins folder. I thought it could be a better idea to install them in separate folder under Applications folder.
I can understand that you want to install ReadMe.txt into a separate folder, but why under /Applications folder?
Maybe you can pick another folder to install ReadMe.txt, and you can specify the path to ReadMe.txt in the extension description which would appear in the description panel in Extension Manager UI once end-user installs extension.
For example, you can pick the folder ~/Library/Application Support/'$your extension name'/, then specify the description element in the mxi like below,
For sample usage and more information, refer to ~/Library/Application Support/'$your extension name'/ReadMe.txt.
