what happens when you Access https://xyz.com/flex_data/standardfrontier.xml directly through both browsers are there any noticeable difference in behavior? maybe IE does not like certificate?
This is a known issue with HTTPS on IE. IE tends to cache HTTPS files, which causes a timeout problem. I'm not familiar with IIS configuration, but in Apache you can send specific headers based on the protocol.
You need to unset the "Expires", and "Pragma" headers and
set "Cache-control"="no-store, no-cache, must-revalidate, post-check=0, pre-check=0"
