When you launch PrE, and choose New Project, what Presets are you choosing? The Project Preset must match the source footage 100%, or there will be issues. With so many different formats/CODEC's, I hope that you are doing separate Project for each source footage type, and not trying to mix them.
Well, in one example, I'm importing a VOB file ripped from a DVD uncompressed. Plays great outside of PrE, but everything is blocky and blurry within the program and with the output.
I've chosen both DV Standard and Hard Disk Standard, both NTSC, with the same results.

Something is not right. The VOB will contain an MPEG-2 file, which is heavily compressed.

The HDD camera Preset should work fine with the VOB's. Are you able to Import those fine?
