Pre 8 Problems with encoded file sizes

    ckforjc1

I need to save my video for uploading to Blip.TV but if I save it as a .flv file the quality is extremely poor and unusable and if I save it as an .mpeg the file is way to big of a file to upload (over 1000 mb).  Why does Pre 8 go from one extreme to the other with no in between?  Am I missing something?  Ideally I want my file to be about 50 Mb for about a 38 minute video.  Any suggestions?

The program won't allow me to change the dimensions to make the file smaller, it does however let me change the quality level, but I already had it down to 25% quality for the mpeg.
