There's no short answer to this, but here are some ideas:
You'd probably want to create a custom component subclassing UIComponent. This could add the image as a child and add other children for components like textboxes.
You can override updateDisplayList() in a component to do drawing (see documentation on programmatic skinning).
You can adjust the contrast of an image by manipulating the raw bitmap data (see the BitmapData class) or changing the way it is displayed using a ColorMatrixFilter.

Do you think it is possible to draw annotation like LEADTOOLS imaging SDK using FLEX?
Some annotations like ruler annoation which allow users to make measurement on images by drag and drop..

Howerver, i have no idea how to
1. Make "drag & drop" and "resize by drag & drop" of different shapes in Scrapblog.
2. Capture and save the drawing content
Do you anyone has idea or any sample source code?
