Adobe Reader cannot open pdf files from internet that have embedded tiff images

I have a law firm client that logs into the county courthouse online to retrieve documents that are filed online by other attorney's etc.  Once they click on the file they want to download, an dialog box comes up, "adobe reader" save or open.  If you choose open, you get an error message to the effect of it is a "corrupt fie or was sent through an email and not decoded correctly."  If you save, then try to open, you get the same error.  Now, if you save the file, and change the extension from .pdf to .tif the file opens in Microsoft Picture Manager, and is perfectly readable.

Any idea when Adobe will be able to open these files?
