Style Modules. If you compile a .CSS file into a SWF then you can load that
at runtime. See IStyleManager.loadStyleDeclarations.

Is it really true that I have to leave Flash Builder and run a command line compiler to build the resource module that the style module references? Is there any way to just have a resource module project in the IDE?

Don't worry about the point system.
"Themes" as in a .swc theme such as Halo or Spark are compile time entities.
You can't get and use a theme .swc at runtime.
+ Style modules for stylesheets and skins
+ Resource modules for images, sounds, strings, etc
