Get image map visible to user without mouseover

If I insert an image map, the user sees a hot spot image map when the mouse is over the image map. I want the user to see where there are hot spots before they move the mouse.

Is there a way to get this functionality without having another image overlay the image map? Perhaps I can use something other than image maps?

Use a graphics tool such as RoboScreen Capture to add a coloured border around the area.
