This question comes up fairly often.
(I'm assuming you're planning to output as a DVD -- not show it from a computer as a WMV, which would repeat automatically.)
The best and easiest solution we've found is to just set your DVD on repeat. It's much easier than trying to program a loop into your DVD file.
Thanks for the quick response. Does that mean when we put the DVD into the DVD player it has to have the option to repeat?
Virtually all DVD players do have this feature. Just like CD players do: repeat, shuffle, etc.
If Steve's suggestion doesn't work for you, there is a software method of accomplishing this but it's a little tricky. There used to be a FAQ for this but I don't see it anymore - Steve do you have access to old content such as referenced here: http://forums.adobe.com/message/1757330
