What kind of camcorder are you getting your video from and how are you getting it into your computer?
Have you ensured that your Premiere Elements project settings match your video footage?
Which Share settings are you using? Are you using a standard preset or modifying this preset?
Hehe, I am really not that "tecnical-type" but I will try to answer the best way possible...
I record from a Sanyo Xacti VPC-HD2000 and i record in 1080x720 60fps.
I just put the card in my computers card-reader and copies the video into a folder, but there is no problem with the clips in that momen and they play in perfectly quality and so on.... I think I make a mistake in Premiere Elements....
How can I get to the settings of this issue in Preamiere elements???
...And Share options...hmmm.... I export normally in "Personal Computer" -> "Windows Media" -> "HD 1080i 30"

Start a new Premiere Elements project.
Before you save the project to a folder, go to Settings and select the project settings for this camcorder.
You must shoot in full FR or full HD in order to use this video in Premiere Elements 8 and then select the project preset for 1920x1080 stereo AVCHD.
If you do this, your video should edit fairly efficiently in Premiere Elements and your output, using one of the standard Share presets, should not appear cropped.

That looks like a mis-match between your source material and your Project Preset (chosen, when you create a New Project). What Project Preset did you choose?
