I don't know which version of the program you're using, but the WMV output is definitely included in all Windows versions of the program.
Maybe you need to scroll down through the list of options under Share/Personal Computer or resize the panel. It's there.

I think in version 4 the options are listed under File/Export/Movie. (The timeline panel must be selected in order for all of the options to be available under the File menu.)
the option wmv
is not under share personal computer, and
is not under export
even when the file on the timeline is a wmv file.
I can load it as wmv, but nowhere is there a choice to output it.
does PE ever check codecs to see what is allowed?

The file on the timeline is one(wmv) generated by PE previously.

I have no idea how it comes or goes, or when.
I needed to write this file several days ago,
to update the file that PE originally wrote,
and suddenly could not do so.
there should be a clear way to tell why it can not do it,
and how to add / update/ so it can do it.
Like the way everyone (windows, belarc advisor) can see the dvd drives,
but suddenly PE can not.
Until I remove and reinstall PE, it has not a clue.
I sure can not find the solution.
Hopefully someone who is still using version 4 can advise you.

I never checked for scroll bars on such a short list.
Do not feel bad. Though I have been using PrPro and PrE for years, I often overlook that little scroll bar to the far-right, and puzzle over where did ___ go.

I just missed the scroll bar on the right.
Looking again at the window,
why is there a one inch list in a 15 inch window with 4 blank inches under it?
why not make the list window bigger?
To me, this is a bad choice in the design of the GUI, but then I am using PrE on a laptop with only a 17" single display.
We I the designer, I'd have definitely had that scroll bar not in the mix, as there IS a lot of useful real estate. Not sure what the thinking was, but no one asked me.
