Basically the same way you relink anything. When you open the project, Premiere will ask you where the preview files are. Point it to one, and it should find the rest.
That only applies to when you open the project, though. There's no way I know of to relink them once the project is open, or if it has been saved with the preview files offline.

sometimes, relinking to render files can be begging for trouble. In most cases it's always best to do a fresh render(i usually manually delete my render files). You have time.... right?
Yes, so what? Rendering is so fast that it does not really matter. It takes more time to copy all the database files and finding their locations than re-rendering.
