Downloading is a function of transferring a file from an Internet server to your computer
Do you mean you want to install the program from a disc?
Do you have AUTOPLAY set to "on" for your drive?
Since you say no disc goes to autoplay, you either have it set to off... or you have a bad drive... or the driver is corrupt
I think you need to take your computer back to the shop and tell them they did not fix it completely

Use Windows Explorer to navigate to the disc. There should be a file, autoplay.exe, visible double-click it to run the the installer.

Well I'm trying everything, and the installer wont pop up. I put the
disc in and its as if it's not in there to begin with. Can someone
walk me through how I can find this disc?
Click Start and then select My Computer. This will display your C drive as well as any other drives on your computer.
Look for DVD/RW drive. It will likely show the Adobe Premiere Elements logo on it.
Double-click on that drive and the installer will start.
I fear that the problem is my computer...I clicked on my computer and
clicked on "Local Disk (C:)"...and then the new window lists a bunch
of files and nothing is adobe...am I doing something wrong? Thanks for

You shouldn't be clicking on Disc C.
When you first open My Computer, it should show your C drive as well as any other drives (your DVD/RW drive, for instance) attached to your computer.
If you aren't seeing your CD and/or DVD drives and you're only seeing your C drive then, yes, you have a computer problem.
