After switching out cards and procs all with problems working with Adobe Premiere I decided to look towards a new computer. I want to edit movies and work easily with media files just like they do in the demo videos. So what works? Let say money is available to get the best -What should I do? What graphics card works? A lot of the Nvida cards don't work wihout eleiminating some of their features- What motherboard? PC? mem? What does Adobe use to test their products?

I'd recommend at least his middle-of-the-road system.
But it really depends on what type of video you'll be editing. What type of camcorder will you video be coming from?
As Chuck says, if you're planning to edit AVCHD or other hard drive based hi-def video, you'll want the top of the line system. (Prices have gone down a lot since he wrote the article.)
You're best bets are HP and Dell PCs, in terms of good, quality design. And don't forget -- Premiere Elements is now Mac compatible too, so don't rule out a good iMac!
