GPU Acceleration Seems to Make No Difference

I am working with a simple one layer timeline and a single 60i AVCHD video clip. Regardless of whether or not GPU accleration is enabled in the project settings, the timeline always begins to choke up and drop frames at the same point, several second into the clip. According to a meter, there is no difference in GPU utilization during playback with gpu acceration both enabled and disabled. If I try to encode a sequence using h.264 in media encoder, the gpu usage remains flat at zero. Scrubbing through the timeline is extremely choppy no matter what settings I use. Am I missing something?

      Here are my system specs:

OS: Windows 7 Home Premium 64bit

Processor: Core 2 Duo 2.1 GHz

      Memory: 4096 MB

      Video Card: GTX 470 1280MB
