Is it possible to "unblur" a photo?

I have Adobe Photoshop Number 7 and I am wondering is there a way to unblur a picture?  If there is, request "steps" on how to do it.

Not sure if you applied the blur filter yourself . If you want to sharpen; in Elements 7 (not full Photoshop 7) click Enhance >Unsharp Mask

Then adjust the Amount and Radius sliders.

Usually that is how I do it, but there is the occasion when another method works better:

  • Duplicate the background layer
  • On the Background copy layer, go to Filter>other>high pass, with setting 10% (experiment)
  • Set the blending mode of this layer to hard light or to overlay, opacity 30-70%
