This website uses some sort of content management system short know as CMS it is software that uses some sort of programming language in congestion with a database. Most popular combination uses PHP programming language and MySQL database.
A CMS web site is database driven. The design of the site template is separate from the content. This allows you to change the design any time without affecting the content stored on the site. Authors and editors can access the site from any computer with an internet connection. It is almost as easy as editing your myspace page. The backend administration panel not only provides the ability to add content and mange users but also to add modules, components and add-ons things like forums, shopping applications, news management modules and etc.
If you were using a static site plain html website to add content from multiple authors, each author would have to download the pages from the server to their computer first, update them, then upload them back to the server this would create tones of html pages with possible duplicates but with CMS all content pages are stored in database and you have few static pages dedicated to function and layout.
I suggest that you have a look at some of these content management systems lots of them are open source (Free). Your web host could install them for you or you can install them your self. Web hosting Cpanel usually nowadays come with EASY 1-Click Software Installer that installs most of the popular ones like Joomla, Drupal, Wordpress and etc.

Keep in mind that most of them look plain on this website since they are only demos. I suggest you have a look at their official websites and visit forums where people showcase websites that way also you can look at what templates are on offer and find something that you like or that matches website in your post. I am sure you will find something that will come close to the design above with bit of CSS twiking you will have smilar web site.

Well....it's a shopping site, so it does have to hook into a database of products and also into a secure merchant gateway... Not something for a newbie to tackle.
But if you just mean the design, then here are a couple of tutorials that you could check out:
